Clare Family Learning Project

The project evolved ten years ago through, a literacy and numeracy scheme called Clare Reading and Writing. It identified a need for programmes that would support parents in ‘helping their children learn.’ Since then through research and experimentation the project has pioneered a number of different programmes. In 2000 it published a resource pack for facilitators of family learning. This is widely used throughout Ireland and seems to have formed a basis for the adaptation of family literacy programmes to meet the needs of participant groups. The project is funded by the Department of Education through the Adult Education budget. Programmes are delivered throughout Co. Clare in collaboration with education, health and social service agencies.

Family learning is an approach to intergenerational learning, which acknowledges family and culture as the foundation of learning.

Programmes aim to:

  • encourage parents to recognise the unique role they have in their child’s learning
  • highlight the importance of the home as a powerful learning environment
  • build parents’ confidence and self-esteem as individuals
  • promote positive links between home and school
  • nurture and support lifelong learning skills

Hull City Council’s Adult Education Service is still one of the largest and fastest growing in the UK. Against national performance measures it is consistently above national averages, yet remains for many a 'secret' that could change people’s lives. Some of the 17,000 people who enrolled with us have allowed us to share their success stories with you - they are to be found throughout this prospectus. Adult Learning has made a difference to them - perhaps it could do the same for you.
  • Apart from our six permanent centres, across Hull we offer classes in over 150 different venues, such as libraries, schools, women’s centres and community centres.!
  • We enrol over 17,000 people every year.
  • We have partnerships with the BBC, Hull University, the NHS, Hull College, Hull’s City Learning Centres, Preston Road NCL, women’s centres, trade unions, the Trade Union Learning Centre and local schools.
  • We have been hosts to delegations from Italy, Germany, France and Spain who have travelled here to see how Hull’s Lifelong Learning programme works.
  • We have working partnerships with twelve European countries to draw EU funding into the City of Hull.
  • Our modern languages programme has grown by over 300% and now offers language classes in French, Spanish, Italian, German and Greek. We are looking to expand this provision.
  • We help over 3,000 people each year to improve their English and maths.
  • We have a range of activities for families to learn together
  • We have extended the range of arts and crafts courses and set up new specialist art rooms
  • Hull Adult Education has the highest take-up of people categorised as 'disadvantaged' in the Humberside Learning & Skills Council area.
  • Hull Adult Education is funded from national and international sources, drawing over £5m into the city.

Hull Adult Education receives nearly all of its budget from local, national and international agencies. The local Learning & Skills Council, in particular, is very supportive of our activities. The cost to Council Tax payers in Hull is almost zero.

CLPE and Southwark

The Centre for Literacy in Primary Education (CLPE) became an independent charitable company in November 2002. Prior to this, CLPE was a self-supporting professional development centre working from within the London Borough of Southwark. The centre is still based in Southwark from where regular programmes of courses and conferences for teachers and teaching assistants are delivered. In recent years, CLPE has been subcontracted by the London Borough of Southwark to develop substantial programmes in family learning. Currently, CLPE provides programmes in family literacy, numeracy, ICT and language acquisition programmes for refugee families. Most programmes are delivered from Southwark primary schools although CLPE is developing opportunities to work with families from the centre.

The core aims outlined by the London Borough of Southwark that inform our family learning work are to:

  • Raise levels of participation and achievement across the community and encourage family learning
  • Priortise groups and families that experience barriers to learning
  • Stimulating the demand for family learning

CLPE family learning programmes are targeted to reach parents in the borough’s sixteen priority neighbourhoods. These are areas where approximately 70% of the population lives in a ward within the 10% most deprived wards in the country. Consequently, Southwark is a regeneration heartland where major investment and renewal is underway.

CLPE Family Learning

CLPE’s family learning programmes are offered to families with children enrolled at Southwark nursery and primary schools or early years centres. The provision enables parents to build strategies to support their child’s learning both at home and in school as well as raise their own level of skills. Accreditation for adult learning is offered on most programmes.
