GIP FCIP Aquitaine is a legal entity that allows DAFPIC to develop agreements, to sign partnerships, to receive subsidies,... as public body under French ministry of Education.
The number of its staff is 40 for an equivalence of 37,6 full-time jobs. Some staffs are civil servants, the other ones work under private contracts renewed annually. DAFPIC staffs’ professional profiles are mainly teachers and trainers, pedagogical engineers, technicians, inspectors, LLL advisers, validation councellors.
DAFPIC is composed of departments whose role is to animate the network of public learning institutions here in the region of Aquitaine (south west of France) and these units are specially developed to bring competences to staffs working in the different public organizations within the four following areas of competences :
- Initial training (young people in compulsory education) in professional fields
- Apprenticeship
- Adult lifelong learning
- Accreditation of prior (experiential) learning.
Since more than 10 years now, DAFPIC is involved in European projects at local, national and/or transnational levels through various EU programmes such as European Social Fund, LEONARDO, GRUNDTVIG, INTERREG, @learning, as regard to the most frequent.
Through these European projects, DAFPIC :
- created innovation in teaching engineering
- developed special training sessions for trainers managing pedagogical units
- leaded experimentations in the environment of prisons, with teachers and inmates
- took part in academic researches
- published and disseminated projects’ results to relevant organizations such as ministries, prisons, universities,…

Vox, Norwegian Institute for Lifelong Learning
Vox, Norwegian Institute for Lifelong Learning, is an agency of the Norwegian Ministry of Education and Research. The institute works to improve basic skills in the adult population in the areas of literacy and was assigned the responsibility of developing the Framework for Basic Skills for Adults.
Vox is also an authority on the recognition and validation of non-formal and informal learning and on the statutory rights of adults to basic education. Vox is currently coordinating a national project on the use of validation of prior learning in prison education, and aims at raising the awareness and increasing the use of validation of prior learning in prison education thus promoting more individually adapted teaching and learning processes for inmates.
Vox is responsible for the curriculum development in Norwegian and socio-cultural orientation for adult immigrants, and cooperates with other agencies which provide initial training for this group.
The institute initiates surveys and spreads new knowledge about adult learning. We organise conferences, courses and workshops on adult learning, and initiate and participate in networks for the exchange of experience and for further development. We administer governmental funding directed towards educational non-governmental organizations and open and distance learning institutions, and we finance pedagogical development in this field.
Vox has an extensive experience in international co-operation, particularly in European projects under the Socrates and Leonardo programmes (now the Lifelong Learning programme). Vox has coordinated several international projects.

District Prison of Southern Finland
The Finnish Prison Service has 5 District Prisons and The Healt Care Services of The Prison Service. The District Prison of Southern-Finland consists of 11 institutions/prisons – of 6 closed prisons and 5 open prisons. The district prison of Southern-Finland has a prisoner population of 1250 male and 160 female prisoners (in average).
PLACEMENT AND ALLOCATION OF PRISONERS
The prisons can be either closed prisons or open institutions. Prisoners who participate in work or rehabilitative activities, who are assessed to adapt to freer conditions, and who are assumed not to leave the open institution premises without permission are allocated in open institutions. They are also required to commit themselves to supervised abstinence from substances.
The new legislation on imprisonment, which entered into force in October 2006, emphasises the promotion of the abilities of prisoners to live without crime. Imprisonment is seen as a three-phase, planned process, which consists of the arrival in prison, serving the sentence and release.
Each of the five District Prisons has their own assessment and allocation unit. The unit is situated in one of the prisons belonging to the district prison and it is responsible for allocating the prisoners to the institutions of the district. People sentenced to unconditional imprisonment are summoned to come to the assessment and allocation unit for an assessment. In some cases, the assessment and allocation are made based on documents.
In the assessment and allocation unit, the prisoners receive a detailed plan of the sentence term, which is based on a risk and needs assessment and an assessment of the functioning capacity of the prisoner. The allocation institution is chosen according to the activity and rehabilitation needs of the prisoner and the required level of security in the institution.
The measures recorded in the sentence plan are aimed to help the prisoners to live without crime and promote their reintegration into the society. The plan also prevents recidivism in the institutions and during prison leaves or supervised probationary freedom. The allocation institution is responsible for implementing and updating the sentence plan.
Allocation of prisoners
Prisoners are transferred from the assessment and allocation unit to serve their sentence either in a closed prison or an open institution. In open institutions, prisoners are required to commit themselves to supervised abstinence from substances. In certain cases, the assessment and allocation unit may decide to place a sentenced person in an open institution directly from freedom.
In principle, prisoners are allocated to a district prison closest to their place of residence. Issues taken into account in the allocation include, among other things, the prisoners' contact with close relatives, age, sex, health, prior offences, wish, and possibility to be allocated to an activity (work, education, rehabilitation) according to the sentence plan.
Men and women are placed in separate wards. Hämeenlinna Prison has a ward for mothers and their children where prisoners may be allowed to take their small children with them if it is in the best interest of the children. Children can stay in closed institutions until they are two years old and in open institutions until they are three years old. Besides Hämeenlinna Prison, female prisoners can be allocated to eight other prisons.

Luovi Vocational College
Luovi Vocational College is the largest vocational special education institution in Finland focusing on education for students with special needs. Luovi’s provider is Pulmonary Association Heli, a non-governmental organization. Luovi operates in 26 locations all over Finland and offers individually tailored routes to employment and a good quality of life. In addition to offering education for young people, Luovi also offers skills development programmes or short-term skills courses for adults with special needs. Forms of implementation vary from blended learning to apprenticeship training. Luovi also offers expert services in special needs education for educational institutions and other co-operation partners.
The selection of students is based on the Finnish legislation: need for special support. Reasons for special support may include mental health and social problems, minor developmental delays, reading and writing difficulties and developmental disorders.
Luovi also plays an active role in shaping attitudes and taking initiatives in society. Luovi participates in different networks; European Platform for Rehabilitation (EPR), European Forum for Vocational and Technical Education (EFVET) and International Vocational Education and Training Association (IVETA). Luovi also carries out projects aiming to help the students – both youth and adults – to find their place in working life after the time in school.
Prison education is important area on the field of Luovi’s adult education. Luovi has experience from professional education, especially education on the job basis, for inmates during several years and for several different fields of study in the prisons of Northern Finland.

Consortium Adult Education L4
Consortium Adult Education L4 is the official regional network of 12 centres of adult education and basic education in the Leuven region. The mission of L4 is to optimise the offer and the reach of adult education in the region.
The consortium, established by the Flemish government, has certain specific objectives to fullfil. This co-operation is of significant importance to the development of adult education in the region. The bundling of forces within L4 leads to the elimination of possible overlaps in the education offer for adults, the creation of new learning opportunities and the improvement of the provision of services towards course participants. Consortium L4 also functions as a clear point of address concerning adult education in the Leuven region and is as such involved in several platforms and networks on the economical and social development of the region. A uniform way of communicating optimises the visualisation and transparency of training programmes and attains new groups of future course participants. Another significant objective of consortium L4 is to act as a mediation platform between course participants and centres of adult education and basic education. In that way, the handling of complaints takes place in a more rapid and efficient way. Coming to good agreements with other education providers in relation to adult education is an additional task of the consortium. Co-operating with the university of Leuven and colleges of higher education is also an item to discuss. Finally, co-ordinating so-called 'combined courses' ('duale trajecten') makes up a last objective.
Besides this, the consortium has a clear objective with regard to the co-ordination of prison education. The objective with regard to prison education is :
- the optimisation and tuning of the education offer and the realisation of a need covering education offer in prison;
- the detection of education needs of prisoners in the detention centres;
- the development of a system of educational guidance of prisoners.
Consortium Adult Education L4 employs a full-time prison education co-ordinator for both prisons in the Leuven region.

FRAUENCOMPUTERZENTRUMBERLIN (FCZB) – WOMENS’ COMPUTER CENTRE BERLIN
FrauenComputerZentrumBerlin (FCZB) is a non-profit organisation with a current staff of 20 employees. The centre has been developing and implementing innovative training programmes for women in information and communication technologies (ICT) since 1984. It targets women with different cultural and educational backgrounds and different specific needs. The target groups range from unemployed women and those at risk of unemployment, immigrant women, handicapped women and women suffering from serious illnesses. Another focus is on prisoners and prison staff.
FCZB aims to improve women’s employment opportunities, in particular in the ICT sector. It follows a comprehensive approach which goes beyond the teaching of hard- and software skills, providing trainees with committed individual support. Faced with the Information Society's rapidly changing needs, it ensures that technical skills are complemented with transversal skills, like self-management and communication and (self) learning skills.
The training provisions include both full-time and part time courses on site as well as E-Learning and Blended Learning courses. With regard to continuing training and education, FCZB also works in partnership with public and private organisations on the implementation of Gender Equality and Gender Diversity strategies in IT companies, organizations and training. Thanks to multi-faceted financing tools, it can offer individual solutions for most women seeking training. Always it provides a gender sensitive framework that takes account of the participants' different situations.
FCZB has been involved in various European transnational programmes and initiatives. Among others, the centre has participated in the Community Action Programme on Gender Equality, in the Leonardo da Vinci Programme and in the Community Initiative EQUAL. In cooperation with the Berlin justice administration and six prisons for adult male offenders, FCZB is implementing the ESF funded project “OASIS”. In the context of this project, ideas and measures for a sustainable improvement of prisoners’ chances for reintegration will be developed and exemplarily tested. Moreover, the Grundtvig Multilateral Project “KEYS- Innovative models to integrate learning and working in adult prisons” coordinated by FCZB aims at the development of innovative and transferable models to combine learning and working in order to improve the educational opportunities for the marginalised group of adult prisoners.

University of Mainz
Center for Continuing Education (Zentrum für wissenschaftliche Weiterbildung, ZWW)
The Center for Continuing Education is responsible for continuing Education which beside Research and Education is the third pillar of the University‘s mission statement. The Center is under direct control of the President of the University of Mainz. The quality standards of the Center are certified.
The Center supports the University‘s institutes in the arrangements of their events and seminars in connection with further education. It organises conferences, seminars and further education programmes on adult learning for different target groups, e.g. teachers, seniors, professionals and students.
Furthermore the Center develops various research projects in the field of Life Long Learning, e.g. gender, education consultation training, consultation for inmates and qualification for prison staff. We initiate and participate in networks for the exchange of experiences and for further development.
The Center offers continuative academic studies, advanced education, teacher advanced training, educational political conferences, academic programmes for senior citizens and consultancy for organizations.

Défi-job a.s.b.l
défi-job is a non-profit association promoting the social reintegration of inmates through work since 1991.
Défi-job works in cooperation with the semi-open prison of Givenich in rural Luxembourg. One of the main aims of this establishment is to provide inmates with learning and training opportunities which will allow them to be integrated in the labor market once they are released. This program called “Employment and Employability” is being developed by the Psycho-Social and Educational Services (SPSE) in cooperation with défi-job.
During the first phase of the program, inmate’s capabilities and skills are evaluated by SPSE. The inmates can be classified as: fit for work outside, fit for work but needing a follow-up, fit to participate in activities of sheltered workshops aiming to increase their social and professional competences.
Défi-job intervenes in the last two cases. For those who are fit for work but need a specific follow-up, défi-job serves as an intermediary between enterprises, local councils, etc. who need workers and the inmate who is looking for a job. In this particular case, défi-job employs the inmate and places him in the partner enterprise, city council, etc. outside prison’s walls. During the work contract, défi-job ensures the follow-up of the inmate and acts whenever necessary.
For inmates who are only fit to participate in sheltered workshops, défi-job creates programs to develop inmate’s competences: technical abilities, team work, communication, adapting to new situations, having enthusiasm for ongoing learning, being willing to learn, openness to new ideas, to invest time and effort in learning new skills, acknowledgment of the need to learn, capacities of addressing conflicts without violence, self-esteem, etc.
Normally, the profile of such inmates is the following: low educational level, skills deficit, poor employment record, drug abuse, depression, long time sentences, and risk of relapsing.
Inmates working for défi-job are tax payers and consequently have the same rights as the normal employees in Luxembourg. They earn the minimum wage, receive 2 days per month of paid holidays, and are entitled to social and health benefits.
Défi-job’s activities are co-financed by the ministry of Justice and the ministry of Labor and Employment of Luxembourg.
Being a non-profit organization, défi-job’s policy is set by a Board of Directors (5 volunteers) and a small team of staff who carry out and implement the decisions of the board.
